A coalition of organizations has issued a new alarming report regarding conditions at Torrance County Detention Facility, a site that JFON El Paso has long worked in and documented abuses from within. The facility was recently repopulated, and more than 400 men are currently residing there in conditions that can only be described as tortuous.
